Result of 2012/13 Club Ballot

4 October 2012 After spending many hours checking the validity of the ballots received before the 28 September deadline, IHQ also did a recount, double checking each and every ballot because the result was so very close.

ISG Takao (Nishi) Nishimura hereby confirms and reports that the motion approved by the International Council 2011/12 to amend the International Constitution with respect to the International Council structure was approved with more than two-thirds of valid votes received in favour of the amendments.

With 66.66% of the vote required, 67.31% voted in favour of the proposed amendments.

What does this mean?

The main changes resulting from these amendments are as follows:

  • The size of the International Council will be reduced from twenty-one (21) members to fifteen (15) members, effective from 2015/16. Ten members shall constitute a quorum.
  • Each Area shall be represented on the Council by one (1) member. Two seats shall be occupied by Young Members not from the same Area, elected by the Areas on a rotational basis.
  • The remaining seats shall be allocated to the Areas based on the proportion of paid membership of the Area to the total paid membership of the Association, but no Area shall be entitled to more than three (3) seats, excluding any seat held by a Young Member.
  • The maximum term of office of International Council Members is reduced from three (3) years to two (2) years.

ICM Nominations 2012/13

Nominations for ICMs to serve from 1 July 2013 could not be called for before the result of the club ballot was known as the term of office was subject to change. As outlined above, the term has changed from three (3) years to two years (2).

This year, Areas Europe and India will be required to elect two (2) ICMs each to serve from 1 July 2013 to 30 June 2015.

Areas Africa and Latin America will be required to elect one (1) ICM(E) each to serve from 1 July 2013 to 30 June 2014 as ICM(E)/AP(E) and from 1 July 2014 to 30 June 2016 as ICM/AP.

Clubs should soon receive a Nomination Form from their Regional Director, except in Area Africa and Region Latin America where clubs will receive the form directly in the post from IHQ. Nomination forms must reach the respective Area Presidents no later than 9 November 2012.
